Convert existing mobile page approach to final UX/UI design

We want to redesign our site but by first starting with one page (on mobile) so we can test it against an existing page and make adjustments until we are ready to propagate the design to the rest of the site. We have a mockup already completed with all major elements specified, taken from a design done for us a couple years ago (we never used due to other priorities). We need a UX/UI designer to implement a unifying design that is similar to what we have mocked-up, but pulls everything together in terms of colors, formats, and user interface elements from the mockup design as well as from the live page (specifically the textual content). The google doc with the markup contains notes on each section. Some of those are UX/UI-related, while others pertain to menu items etc. PLEASE submit any questions you may have before starting, to better ensure we're on the same page. Good luck!
