Obama to Regan T-Shirt Design- Good art to start from.

I'm needing a T-Shirt design for an event that's coming up in a few weeks. I'd like to "knock off" the attached Obama poster (mainly for the mosaic look and coloring), but use the attached Ronald Reagan photograph. Ronald Reagan kicked off his 1980 Presidential Run at this event, so that's the significance of the photograph. I'd like to use the contents of the whole Reagan photograph (not just his face) and convert it into that mosaic look. Design will be on a white T-Shirt. 3 Color design on the back (red, darker blue, lighter blue) and a 1 color left chest (a simplified version of the back design along with Neshoba County Fair and Mississippi's Giant Houseparty 2011. On back please put "It all started here", and Neshoba County Fair, Mississippi's Giant Houseparty 2011. Please create vector art, convert all fonts to outlines, no halftones, and send as a CS3 or older, .AI file. Use your discretion on whatever you think will look the best.

Ok, per someone's request, I uploaded a pic of just the Reagan pic. I don't have a high res image, so I uploaded the best I have. Also, the term Mosaic is probably not the correct term for the "look" that's in the Obama poster, so don't let that throw you off. I'll give you full discretion to come up with whatever you think will make for a great looking T-Shirt.
