Mētis™ is a highly flexible business process management engine that incorporates an object oriented database schema, workflow functionality, and a reporting framework that allows for easy data extraction without the need to program SQL Queries. It has been used as the basis for several government applications, is fully configurable and can accommodate any data model because of its object oriented database schema. The main advantage of using Mētis™ for the implementation of the e-Procurement system is that it will cut down on development and configuration time and reduce project risk, while allowing for customization to fit Indio Water Authority’s specific needs. Mētis™ includes a sophisticated workflow engine that allows an administrator to define any number of workflows, its steps and detailed rules that run on certain conditions. Each workflow runs on a particular type of object in the data model. For example, a “Review” workflow could be run on a Tender object. Within that workflow, several steps could be defined such as “Review”, “Approve” and “Publish” and rules could run on each step. Workflows can implement many different kinds of rules, from simple data validation rules, to rules that generate e-mails, consume web services or make changes to data in the system. Mētis™ also has a scheduling service so that workflows can be run automatically on a set schedule.
